    Guarantee they will find a way to add it into the council tax system, for "Maintenance and upkeep" etc.

    This might be a daft question, is it free, or is it like other 'free wi-fi' the wi-fi is free but you gotta pay for the internet?

    According to sources it is free, but has hefty restrictions (IE no porn, no downloading sites, limited bandwidth per user)
