I've just been informed about this article in on the TES site: Legal fear halts conversions of PFI schools to academy status - News - TES Connect where academy builds have been put on hold due to legal wranglings over liabilities and contracts.

Essentially the guarantor for the Academy builds is the local authority, whist the LA actually see no money at all for the project. They are, understandably, a bit miffed.
