    if someone downloaded 22000 images of child porn just to prove how easy it was to get hold of, would they get away with it?

    And you're surprised because...?

    It's not possible to just 'create' a botnet, it had to come from somewhere. Quickest, easiest, most journalistic way: buy one that someone's already got.
