OK, I was able to VNC into the computer for a little while.
The firewall was turned off. Remote desktop connections were enabled.
Network login worked fine. The were only three profiles cached on the computer, they were all small, so I left them.
I did the netstat -a command. It is listening on port 3389. I tried flushing the dns (we've had problems with that before), which did not help. Then I made the highly intelligent move of releasing the ip address on the remote vnc connection.
ops: I forgot I was doing it remotely. Needless to say, I won't be making that mistake again [hopefully].
Right now, I am planning on just doing a repair installation.
Thanks for all the tips, I'll let everyone know if I find a solution.

I had this problem on my machine at work, turns out it was that Remote Desktop Connection (Terminal Services Client 6.0) for Windows XP (KB925876) from Windows Update that broke it.
It introduces some new connection security that breaks things, uninstall that update and you'll be fine.
