Really dumb question time.

The reason I ask is that I want to use it in conjunction with Ghost 7.5 (I know its old but it works) as I have 4 different nic's that all allow it and not all the machines have working floppy drives. I have got the option in Ghost to create a Microsoft RIS Boot Option and have done that that. Now all I need do is find out how to boot a client and to get it to connect by PXE.

Usually if your boot ROM is PXE complient you have to select it as your first boot device in the BIOS. On boot you will be see your NIC being allocated an IP address and then say something like 'Press F12 for network boot'. Do this and follow your nose.
On some PCs you also have to dileberately enable PXE boot as an option as well as setting the desired boot order
I've just tried again and I've got to the point where the cliet pc displays its MAC address and then tries to find a DCHP server and cannot. the machine then proceeds to bot into windows. Have I missed something?
Sounds like a network problem to me.
Usual RIS tests apply (see many other threads).
1 - Do you KNOW your RIS setup works? (ie - Have you succesfully booted any PC using PXE)
2 - Are DHCP and RIS on the same server? If not, then there must be NO DHCP SERVICE on the RIS server
