We have 50 Toshiba L300 laptops and they currently are running RM CC4.
They are very slow to boot and log on and was wondering if anyone has any suggestions on how to improves this e.g, Vanilla on CC4 Domain, RDP etc...

Have you used an RM build image to build them?
When we were using toshiba laptops we used the OS install disc provided then smart cliented them to join to the network
You're right that CC4 networks/workstations/notebooks will have more services running than a vanilla network, due to the additional RM CC4 requirements.
Other ways to tackle this are to upgrade the memory in the notebooks to 2GB or more and to upgrade or add more wireless access points (WAPs).
Of course you should also contact RM too, seeing as it is their system.
What are the specifications of the laptops? Are you using Windows XP or 7? Wired/wireless? If wireless, what is your wireless network?

We have used both the RM build disk and the Smart Client to build them and they both appear to have the same issue.
We have some with more RAM up 3GB and they perform no different to the ones with less RAM.
We used them on XP last year and this year they are on Windows 7 and they perform both as poor.
Our wireless network is 802.11g and they perform as bad on the wired connection, the staff laptops which are not on the domain perform fine on the wireless.

I would suggest you contact RM now that you've mentioned logging on is slow on wired desktops too.
What kind of processor and hard disk do they have in them, 5400 or 7200rpm?
My initial thought is to check what HDD mode the laptops are in. I suspect they may be in PATA (or compatibility mode) given that the built from the CC4 build process.
I've seen a few Toshiba laptops over the years have dreadful I/O performance when they're running in anything other than the SATA mode for the HDD controller.
