The free version of papercut is excellent for monitoring

I just went onto their website and can't see a free version for educational use. It does say that the trial version would keep going (after the 40 day trial period), but only if there are less than 5 network accounts; and we have over 7,000 (although only about 2,500 actually logon in one year).

Papercut print logger is great for us (Primary) and in less than 3 months already had an impact on staff and pupil awareness of running costs...We will probably move to the full version of Papercut to allow for extra control and the ease of reporting instead of dealing with the raw data in excel, to produce reports - although it was easy enough!

The PyKota guide mentioned above is definately the way forward for you!
With 7000 users you need something that will work reliably and efficiently. From my experience, Windows print servers tend to struggle with large numbers of printers/users and the quota software can be a bit flaky too.
