If the APs are far enough apart or seperated with thick walls, try re-configuring the newer AP with either channel 1 or 6 also. In Europe most APs will go upto channel 13 (which can cause problems) as some drivers cannot see or use channel 12 or 13.
The newer access point is set to channel 11 the others are 1 and 6.
If the newer AP works on say channel 6, try switching one of the older APs to channel 11 and see if the problem still exists.

Sounds very much like the wireless isn;t connecting until you have logged on frst..
There should be an option somewhere to allow the wireless to connect from the CAD screen.

If your wireless network is protected by a radius server you need to give the computer object access trough active directory.
We have the same "issue" here, if the computer is not a part of a our wireless group in AD then it wont be able to get an IP from the wireless network. Unless a user who is a member of the wireless group logs on with a cached profile or while connected to the cabled network.
Edit: Have you tried the "Wait for network" policy?
