The thread title says "Shared Network Drive" so I would hazard a guess that the OP is looking for some hardware like a NAS device?
Possibly wrote software when it should have read hardware?

I am looking for a software which can let me do all these things

software where i can have different folders and user accounts
and accounts must have these privileges as a
    user read only
    manager read and write
    admin full permissions

idea is to share stuff while allowing certain people only to make changes
rest will download or read stuff as read only

do what things? Have a permissable shared folder? Any OS will do that, it's quite basic stuff. Is there something in particular you are struggling with?

Active Directory Rights Management Services will allow you to do that on documents even if they have left the network.

A standard install of Windows Server will do file sharing just fine - if you're buying a new server you might as well get Windows Server 2012 R2, the most recent one. You just install Windows Server, make it a member of your domain, install the "file sharing" role and select folders to share with users. You can set up your own Linux-based Samba server to do this for free, but an easier option might be to use something like FreeNAS (also free), an all-in-one NAS solution that you can install on whatever hardware you like (or as a virtual machine).

Erm, I'm a little confused to what you are after as this is normally done by Windows Server.

If you have a server setup of any kind then you can do what you want with it out of the box.

DNS setup on a windows server. From there just right click away and set target permissions.

Can a mod close this down or delete it. I keep re-reading it in case I missed something. I'm going round in circles and it's doing my head in.
