Sub £200 won't be easy, but depending on how many you buy you could strike a deal with your suppliers.
This should be possible - remember Android is open source, so it's not just up to the manufactures to decide what goes on it.
For example, it looks like there is a port for google apps for Archos devices

you'll need to do a bit of research, or your own hacking - but even if manufacturers don't support it someone else may.
Motorola Xoom available between £225 & £250 at the moment (Dixons Currys, CPW)

We have just bought 5 Archos G9 101 8GB tablets for £185 per device if you contact Mary Budden budden@archos.com and say Justin Byrne Recommended you she should be able to sort you out with a demo unit
