I have Meraki and VPP almost working, but need some help.

    Here is my scenario.
I have about 200 ipads scattered across 4 campuses.
Right now I am testing meraki on 30 iPads
I use Apple Configurator to push a wifi payload so they auto connect to our wifi.
Then I push the meraki enrollment profile so it connects to meraki.
Then I restore a backup that includes the Itunes ID and password that is allowed VPP apps and I have it set to auto update and auto download apps.

The problem I am running into is that I download enough licenses of a free app for each ipad (30) through VPP.
I set tags on the ipads so that it auto installs the VPP apps. but they are not auto pushing to the ipads. It pushes to one without having to put in an Itunes username and password, but it doesn't install on any of the others.

How do I make it so that it auto pushes the VPP apps to all the ipads without user interaction?

    Thanks for any info.

Got it working. Only problem now is when I install the wifi payload it auto connects. then when I restore a backup the wifi doesn't work on the lock screen after its finished. I have to unlock all the iPads to finish the meraki step.

Is there a way to get the iPads to use WIFI on the lock screen?
