    VPP question

I am in the middle of a big layered ownership setup for staff iPads including distributing VPP apps with Apple Configurator. I am on the understanding that if a iPad gets destroyed with a VPP app installed that we have lost that licence. However what would happen if a staff member accidentally deleted an app? Will we be able to reclaim that?

If the iPad is 'supervised' with Configurator then you can install a profile to remove the ability to delete apps. You will only be able to remove them through Configurator.
