Yes - it would be a good idea to know the MIS software you use. If you use SIMS already - it has registration (if only done by sessions) built in ....
Hmmm - you must use some sort of MIS already and in a primary it is usually the one provided by the LA - so why would you need a new one?

What do you mean register? Registration is a part of a larger MIS package usually. SIMS.net has its registration module (well, 2 if you include lesson monitor) for example - but it is a full MIS.
Your school will be using some form of MIS - due to the requirements of the census every 6 months, and to keep track of the multitude of information that comes in. What MIS are you using?
We use a paper register, but its tied in with SIMS here...
It can't be SIMS as a few months back OP was asking for how to download SIMS. looked a little odd at the time too.
I have to agree, the first port of call should be to review the MIS system you are using, and see if that system has a module or addon or facility to cater for registrations. You don't want to be diverging in the databases and record you keep, rather converging the information into one place so that it can be used as efficiently as possible. If you want to use software for this, you most likely want to keep a record of this, and then it becomes very important as to how it is stored and what use you want to make of that stored record later.
Electronic registration integration with an MIS is surely one of the more basic functions an MIS should provide. That is computer based, or even PDAs, biometrics, whatever. Paper or OMR registers are nonsense these days!
Nonsense is perhaps a bit strong, particularly for a primary school, but it all depends on the need and data usage.
