don't see any reason why that setup should cause any problems. We have a couple of AMD based servers and these cause us no problems at all.
Just going from what I have heard about SIMS (uses SQL) you may want to look at adding a little more ram - maybe 8GB to be safe but that should work fine to the best of my knowlage (which does not include spelling :D ).
Our SIMS server is an Intel Xeon 1.6GHz with 4GB RAM and that serves 50 users without complaints, so your spec should be more than good enough :)
