I am currently having a discussion with SLT about who's responsibility it is to carry out the SIMS end of year procedures - techie or admin?

End of year (and most upgrades/patching/fixing) is a collaborative effort between me (NM) and the deputy head responsible for SIMS.
The combination of technical knowledge and insight into the arcane workings of certain SIMS apps is a useful one.

Getting people to communicate and work together is proving a little difficult though!
Invariably, like all things SIMS related, it falls to me (purely because I have been using SIMS since its DOS days). Which is odd, because as nothing more than a technician I have nothing at all in my job description relating to SIMS management

A mixture ... the data administrator does her bits (she also works with the Timetabler as an assistant so that covers chunks of academic as well as pastoral), the NM does stuff (mainly the upgrades and database checks and makes sure things actually work) and I look on so they have someone further up the chain to blame if it all goes Pete Tong.
If it's not in the job description....
I personally have nothing to do with SIMS, so it's an admin job here.

at my previous place they had a support contract with the LEA with regards to SIMS, so i never really got involved in that side of things... so it was left down to the Admin team to sort out and if any issues arrised then they would just call the LEA

It's an admin task, it doesn't require in-depth technical knowledge. Though as NM, I'm on hand to offer help if required.
In the "old DOS days" I used to be MIS Manager as well, but now it's so ingrained in schools usage, it "warrants" it's own dedicated person.
SIMS involvement scores lots of kudos points with manglement, as they see it as more important than most other stuff, in reality it's just because they actually see the importance of it.
Admin here with assistance from LEA SIMS support. Neighbouring tech gets involved in lots of it, even does timetabling and NovaT for them.
I basically agree with Diello, it's an admin task. IT doesn't add new students to SIMS, we don't record leavers, so why do this SIMS task?
That said, I went through it with our timetabler this year, assisted by information provided by the relevant person in admin. Next year, I hope to leave it more to the timetabler, but he's new to the game so I helped him this time - I'm nice like that :-)
Here all the upgrades and back up falls on me.
Also help with any finctionality problems and have had inout into setting up permissions and acess levels for staff members.
Again, not in the job description though!

Unless it's a SIMS installation on staff laptop I have nothing to do with it.
