    I work for the local LEA providing tech support to the schools in our areas and from my experience of the schools in our area I'd definitely say that most of the time its the school's admin staff that do the end of year bumph.

    Installing, maintaining and troubleshooting SIMS falls down to use.
    Using the d@mn thing is down to the admin staff.

    Admin at both my schools
    I have nothing to do with SIMS (thank goodness, if reading the posts here are anything to go by!)
