Leaving it a bit late what with Census? Umm are you using SOLUS3? If not, do the users have permissions, what version did you upgrade from?
Is it failing when you run sims.net and it attempts to upgrade?
Is this when a member of staff runs sims.net?
Have you tried with you you lgged in (Domain / Admin?) if ok, permissions problem and you should run:
simsperm.bat {Domain}\{Security Group-Staff Member}
so that future updates will be applied with a Staff Account

You need to give more details, like the OS you are on, the permissions of the user etc. Win7 is not as straight forward as XP. UAC being on, could cause issues, or insufficient rights on the C drive. Doing it as domain admin should solve most issues. I'm not sure simsperm.bat is valid for Win7, unless you know different @MYK-IT ?
