I would not like to be running 2003 anymore let alone until 2013 but all the recent budget cuts force me to look into getting as much life as possible out of the kit we currently have

They extended it by a year, the whatever release will be the last release they support you installing it onto. They generally don't check your OS, so it may work but they won't support it if it doesn't work. Personally, if your using Windows Server 2003, in the next three years you should be looking at going Windows Server 2008 R2 or newer.

Found it, it was in the last technical roadmap from June 2011:
MicrosoftWindows Server 2003 support will now be extended a further 12 months until Summer 2013. The last
MicrosoftWindows Server 2003 compatible SIMS release will therefore be Spring 2013.
