Not being a current user of SIMS I don't know the real answer but I'm told SIMS does not handle P Scales properly - i.e. it will record a pupil's achievement as P but not record points on the P scale, so tracking progress is impossible. Is this true or is my source misinformed?

Did you mean the newish point system (2009) that have been added to P levels?
They used to be all classed as having 3 points, now a P8 is worth 7, P6 is worth 6 etc..
