Tried that, same problems....
Phoned our sims team, asked for instructions on how to do it , their answer -- We don't have any.. you can pay us 25(or 50 can not remember)/hour for us to do it for you....
Seems to be very little info online as well
Make sure your SQL Server is configured to allow TCP/IP connections in configuration manager, and add SQL Server to the firewall exceptions list.

What's your LEA?
Do you have SQL Management Studio available, or Studio Express?
If so, try picking a user through that and reset their password, then try and login as them.
In answer to the questions.
Will try reseting a users password now (prays)
got tcip+named pipes opened in SQL Server Surface Area Configuration
turned off all firewalls (its in a nice safe vlan)

reset a users password, still getting error 0... but the strange thing is if I put a incorrect password.. I get an invalid user/password message so I think its connecting to the db.....
Something to try that might help diagnose the problem would be running the copy of dbupgrade that sits in the SIMS.net folder.
If the SQL Server details are being read in correctly from the connect.ini then they'll be filled in on the login screen so they can be checked.
DBUpgrade will also let you enter your sa user name and password so you can check if its just a problem with the SIMS logins as well.
It might help take a few other things out of the equation.

Is this when you're logging onto SIMS at the server itself? Or just client PC's..?

(had to be dragged onto webfiltering for a bit.. still installing 03)
I have fixed this in the past with the following. Then again we have a weird setup too:
On the client machine with SIMS client installed:
1) Check the network drive for the SIMS network share is mapped properly.
2) Check the connect.ini file in C:\Program Files\Sims\Sims .net\ is pointing to the SIMS network share. We have to modify it manually as the default one throws up errors.
3) Also try editing the connect.ini file so it just has the bit in brackets and below it a line saying Redirect= followed by the path to your SIMS network share (using mapped drives, not networking UNC). MIS told us to do this, I don't know what it does but back up the original connect.ini in Program Files!
4) Check C:\Windows\sims.ini is also pointing to the network share (again, use the path via the mapped drive not netowrking UNC).
Not sure what it fixes but it works for me when people ask for help with this error.

Still getting error 0 on 2003 so I am at a real loss..
We are now considering getting our LEA in to do this...
Is it me or does sims seem really clunky at the backend..........
make sure the sql server service is running under the localsystem account.

yep services are running under localsystem...
but our "live" server is running under a network user
Could be file\share permissions.
