I think it depends on when you did a clean install. as it doesn't seem to get updated, which would indicate localz relatively recently did a clean install from iso...?
Mine wouldn't work about 6 months ago, and i had to extract it from an update iso.

We dont have the ISO as the LA bods came in and did it with their scripted install disks, we dont get left anything - our SIMs support is covered by them so I have emailed them for an update and am waiting for a reply

As a sims user you have the right to access SupportNet and you should find links to the iso there. It should be in the update ISO as far as i recall. The LA might not like it, but if you're just extracting a file that you need and they've left out of date, well they'll probably still give you grief, but whatever.
I just checked and it's on the Autumn 2012 update and Spring 13 update ISOs.

You'll need to register which could take a day or so. The resource number for the news article is mentioned in the Spring release sticky thread. It 'should' also be obvious somewhere on the SupportNet homepage and the links will be in there.

If your LA manage your SIMS support, make sure you don't invalidate your support by updating independantly. Get them to do it and it's their responsibility if anything goes wrong that can be related to this.
If one thing's out of date, there could be others too...
