Anyone else come up against this pile of do-dos?

We have an iPad that has moved around staff and it looks like they've each had their iCloud accounts activated on it.

Anyway it now moans when you try to log in to iCloud and setting up or using a new account on the device is foobarred as well.

We get the ' error 403' message.

This solution is all we've found but why the hell should have to use another device to solve the problem:
