It depends on what source you use as its all based off the subset of the sites used to measure. I seem to remember one saying that chrome had actually passed IE at some point this year at least in some areas. Something I can't personally understand as I have found it unstable as hell in my usage but it just goes to show that a lot of it is down to the sites used which has a direct bearing on the figures as well.
Our Ministry of Ejitifocation seems to have a hard line push in some areas for OSS only stuff manifesting in them purposly breaking components of their mandated portals for IE and suggesting the 'only' fix is to use Firefox. They could of course fix their damn MIME types on the server but that seems to be either beond them or against their own personal push to force their own preffered browser on everyone. Of course then you have other areas of the Ministry making web apps that are targeted at IE and so you get the stats you force on your users to a certain extent. I know that we have two different browsers at one school for the same portal. The testing bit works much better for students under IE9 and the reporting section only works propperly in Firefox, thats all in the same dirty site but each chunk seems to be designed by a different breed of nutbar.

Yeah. I think it was StatCounter that said Chrome was more popular than IE. As with most statistics, you can't trust them 100%.

Two in five Firefox users are stuck on obsolete versions.
More worrying is the trend we first highlighted last month: a substantial proportion of Firefox users are using old versions of the browser that aren't being given security updates, and many of which contain known security flaws. Only Firefox 10 and 12 are being updated, but 37 percent of Firefox users aren't using those versions. (

Because every time i upgraded until recently several pluggins always complained and in 1 case a plugin worked on laptop but desktop decided it was incompatible
