I am not able to read music myself [by sight or otherwise] but these sites look they could well be of interest to those who are more musically enabled than me. Most of the sites carry the techniques of reading music and/or exercises focused upon developing and improving reading music.

I must admit, as a musician, I dont really see how you can learn to read music on line without an instrument of some sort -but they look like they could certainly help.
Reading music isnt as difficult as learning things like hexadecimal AFAIC

Yes, I did get that - and I'm sure that they could be very useful.
Or I could start a 'learn to read music' class!!
I think that the use of an instrument is really important - learning how to read sheet music must be practical.
