It depends is the answer. You can license on a concurrent user scheme, or on a per named user scheme. Although it also depends on which edition of XenApp your licensing as only certain editions can use the different licensing models. There's also a special campus licensing scheme for education, but it's based around XenDesktop. You have to license all users with a minimum user count of 1,000. You are then covered for full use of XenApp/XenDesktop (and XenServer to host XenDesktop VDI instances). That's a yearly licensing scheme and for the Enterprise edition is around £13-15 a seat.
As @Soulfish says (good link by the way) it depends on how you want to use / licence it. We went for the concurrent user scheme. We have around 200 concurrent licences but the amount of people that use them very rarely reaches that amount. We have about 275 people that are permitted access, but I would say the most that have accessed at one time is around 150, this made it more cost effective than paying per user.

Thanks guys. £13 - £15 a seat isnt cheap, then i assume you have to buy terminal server cals as well? Are you limited on how many servers you can have in the farm please?
