    Ms FOPE

Nice easy one for any users of FOPE.

What does the "Licensed Users" mean?
    So, we've got 200 licenses.

We need to filter 2000 user mailboxes.
Intuition states that the licensed users would be those with access to the console/quarantines etc - otherwise how would it know about mailboxes?
    Is that the case?

How did you get on with this?
We're in the same situation, 180 eligible users (EES Agreement) with 1800 mailboxes.
I've asked our resller and contacted the Microsoft VLS team and no one is certain!
