Not sure what to make of it, except if you look at his neck there is a shadow in the shape of a peak. This is coming from his collar and would mean there is a light source coming from below and shining up on to his shoulder.

The camera is also an old 'top down' viewfinder type. You can see the eyepiece at the front of the camera and the concertina fabric from the lens to the body. Also the shades are not wraparound, but have side protectors which were available at the time.
It appears unusual because of his juxtaposition next to people who are all wearing what we perceive to be the standard dress of the day. The men are all wearing suits / jackets and shirts whereas he isn't. To me, he looks like some rich college kid. If you look back at photographs of american film stars popular in the 40s (Cary Grant, et al) they can at times be seen wearing similar clothing to this.
The later post suggests he's contemporary, and he has been identified by locals. Doesn't look to much Outtatime to me!
