Maybe they've just rebranded primary to School One and secondary to School Two...?
(superb irony, though. Maybe they could use this in schools to teach irony to the Americans, actually )

Heh heh, I notice the same on the BBC news feed, whenever there is something about education the spelling goes out the window.
