are you sure thats her? i googled jessica smith (the girls name!) and it appears that the girl in the pic was from american show laguna beach. shes also been had up on DUI charges etc.
yet according to imdb the jessica smith from teletubbies has done nothing else (not laguna beach)

according to imdb, the girl who played the sun baby was doing so from 1997-1999, meaning that she was still a baby in 1999. so 12 years on, she now looks about 18?
it just seems there are two jessica smiths and the people making those blogs have just googled her name and got those pics
