    Thats not a sea plane, I am pretty sure it is a rebuilt Russian military sea skimmer transport. Instead of flying high in the sky they use shorter wings and 'ground effect' aerodynamics that allows them to 'fly' at about 5-15M above the surface of the water transporting things quite quickly over water. The USSR was quite into developing them but they never really 'took off' given their limited usability over anything but lakes and the fall of the USSR.

    Indeed it ia an ekranoplan ustilises "wing in ground effect" also known as the "Caspian Sea Monster"

    I remember seeing a programme about it, and how it was spotted by US spy planes/satellites and they couldn't figure out what it was. If they had known, I imagine they'd've been a little bit more scared than they were!

    James May had a ride in a smaller modern version for one of his series...that time they were 'flying' along a frozen river/lake...
