Ah, so many things there are so true. However, sometimes those things can be explained by a simple thing - management pressure. Been given 2 weeks to get a cashless catering system written and into production? To hell with configuration, I can fix all that later, once its up and running. Documentation? Ha! No time. Running on a test database? Has to be done.
In an ideal world, this article speaks the truth. But often, developers don't work in an ideal world. They instead work in a high stress, management dictated world full of budget restrictions and unreasonable goals.
