The fish is Admiral Ackbar, from Star Wars. "It's a Trap!" is his most famous movie quote, has been repeatedly quoted in internet communities which turned it into a meme.

His rank and the nature of the picture is a pun on the Admiral Car Insurance firm, and also parodies the "Calm down dear, it's a commercial" advert from E-Sure, quite possibly tieing up into how Admiral and/or Car Insurance firms are a trap?

Perhaps reading too much into it, but I found it funny if not slightly random.
