Not sure such a thing exists.
Possibly a RIPE list but I don't think it would be uk specific.
But ask RIPE.

but annoyingly this is the only IIS site I run !!!!

Would using a Geolocation service be of any use? Webservices:asp on geoPlugin. The only free geolocation webmaster resource
