Admittedly this has been covered but when i have tried to import its not allowing to apply the new rule.

Has anybody got a working list of blocked urls that you can export for me.

However you can also use DNS to block many URL's : OpenDNS | Internet Navigation And Security
Another way is to upgrade to TMG and use its filtering features (will cost $)
