    K9 filters by category and logs history as well. If a site is unrated you can add it to an allow list if you block unrated sites. I have it set-up with time restrictions for my son so he can not spend all day on youtube.

    A big + for K9 if you do not want to set-up another system just for filtering.

    i know you said windows only, but smoothwall express 3 and the dansguardian mod is another option but it requires another computer to install it on.

    I use K9 on all my machines at home as well. It's really good stuff, built by Blue Coat who are one of the leaders in this kind of thing and is free.
