No. You're minunderstanding and using the word Firewall too much! (Google Firewall and then Group Policy or GPO and you'll start to understand the difference)
What I mean is that although a teacher may well be able to download the exe and get it saved on to their computer, they still might not be able to install it.
Depending on the intended use (or user) of the laptop, we will occasionally secure the laptop to make sure that the user can't make changes to the configuration / operating system etc via policies (not Firewalls... )

What percentage of schools do you think control all their computers remotely via Group Policy?
Also, one last thing regarding the firewall part: can a firewall block teachers on their own laptops from visiting certain sites while connected to a school's internet connection? Can they block specific types of actions teachers can do ON THEIR OWN LAPTOP?

zuma: again you are misusing the word firewall. It would be a schools proxy that may prevent staff from accessing specific sites from within schools.
If a teacher is allowed to use their laptop with their home internet then they probably would have unfiltered access.
It's not a firewall that would stop a teacher being able to install a piece of software they had downloaded but rather the system policies in place and if that teacher has administrative access to their laptop.

Oh and another thing is that it is not the teachers laptop it is a resource provided to them by the school therefore the school still owns and is responsible for that resource.

Got it. Got it. Another question: Do you know if US schools operate the same way English schools do? What is the likelihood that all the answers I've received here would be the same for US schools?

It's likely that US schools operate the same restrictions as us (maybe even tighter in some instances!)

I'd say almost all of them. the same with businesses.
