Ran across this today and though it could be usefull for checking if a specific site was down for everyone or just you. Very simple operation, type in the address and it will see if it is contactable from that server allowing you to eliminate your net connection as the cause. It just gives you a can or can't answer along with how long the site took to respond so could be used to test sites that are blocked locally and make sure that they are up and running.
