Massive variance in speeds reported by : http://speedtest.ifl.net/

If I am testing my internet speed by using the : RM Education Speed Test website should I see a big variance in results over the course of several tests taken one after another?

I get downloads in the teens one moment then +40Mbps the next...

    Weird? or Expected behaviour?
