Why would you want to do this? You can register with youtube.com for free, then host as many videos as you want at their expense!
I would like this as youtube is blocked at our school
and I can control content
You should be able to host something on your intranet I would of thought if that's the case.
I have used flowplayer to embed/play .flv videos in webpages hosted on our site.

We use Vhare (vShare Video Sharing Script - YouTube Clone Script, script to start video sharing community) it isn't free but might as well be for $10 :-)
If you'd like more info get in contact as I've shown a few other Colleges and they are very interested in it and how I've tweaked it for College use.

We use moodle for video content, I modified the flv play to make it work fullscreen - the hack will be mainstream in the 1.95 release.
it doesn't auto convert files to flv yet though....
