I predict the quote is prohibitively expensive. :)
I recently asked a couple of recovery firms after having a 30gb Fujitsu HD fail in a school notebook; teacher had saved what he described as vital data there instead of his server share. Both were in the £300 to £350 no recovery no fee field.
I was quoted about £500 from CBL Data Recovery to recover 160GB of data from a failed harddisk.
I've been quoted about £400, and I'm prepared to spend it!

We have a copy of RStudio, which will recover the majority of failed OSs/ Partitions, I'm not sure who makes it.
If there's anything fatally wrong with the disk, then yeah, you need an expert, and a dust-free room.
Have you tried freezing it?
Is that member still on the board? Could do with a word myself. Alternatively can anyone recommend firms they've actually used?
