Hi can anyone tell me if the client-install-local.exe that comes with PaperCut NG is the same as the one that comes with PaperCut MF? Many thanks.

I don't see why it should not be, that bit just handles the pin/account usage and balance and should not inclued any copier specific stuff. You can just use a GP logon script to run the app right from a share on the papercut server though which avoids the need for it unless you are using the multiple acount chooser stuff for printing.
