    Papercut controlling volume printing

Is there a way for Papercut to forward jobs bigger than say 10 pages or if the job is several copies of the same document to another printer and or photocopier on the network?

Check out the scripting side of Papercut. Sounds like something that's possible.

    Printers - select printer - scripting -
    look for:
    Redirect large jobs with confirmation
A user printing a large job is requested to redirect the job to a printer dedicated for large batch printing. Users will be asked to confirm the redirection via the client software.

that is just one example, you can do some clever stuff with scripts.
