Assuming you mean "...SIMS as an XML file...". You could write an XSLT transform to format the XML file however you liked, probably just as a simple bunch of columns with data in. You could then view this with a web browser and copy-and-paste to Excel.

Just checked and if I open them in excel i can just 'save as...' xls - using office 2003.

Wouldn't it be easier to just open the file click, save as and then save it as the format you want it to be...
edit: posted it a second to late looks like the OP figured it out.
