    Does anyone have an app that allows you to remotely cold reboot a computer?

    For a cold boot the best you could do is shut it down then use WOL to fire it back up again. This assumes the OS is still running otherwise this is not possible without some extra managment hardware built in to the motherboard of the client pc like intel vPro.

    This software should let you do the shutdown then WOL:

    how remote do you mean?

    internally on the network

    shutdown /i will open a GUI, add the machine name and choose you parameters. (if a reboot is good enough to class a a "cold" boot)

    remote, (external to you network)

    logmein pro, it reach etc. will do the job
