Does anyone use wireless phones that they use VOIP to communicate to other members of staff that they could recommend? I've looked into Vocera Which is FAR too expensive.

Vocera has some education customers in the US, and is typically priced in the same range as other VoWifi, in-building communication solutions. I'm curious to understand why it appears to be so expensive, perhaps there are Vocera solutions available that can meet your needs from a feature and price standpoint.
the price was for a 25-user license with 25 badges would be in the upper £20,000s installed, as a Primary school theres no way I could afford that

Does the site already have a managed wireless solution in place? This would be a necessity if you wish to use Wireless VOIP.
If it does, then look at an asterisk solution, and use something like Hitachi Wireless IP 3000
A full solution, if you wish to tie it in with your external lines, for 25 heads, would end up costing you around £250 per head.

I have A full wireles N coverage with 'Ruckus Wireless' so wifi isnt a problem.

To get you started - this is a good base unit, pre-made. Rhino Ceros Mini Chassis, 2GB Flash Drive (CerosMini-2GB-ST)
The only thing you'd have to add is, if you want it, some form of interface card or gateway to connect it to your PSTN or ISDN lines.

I have tried the TA100 from LIP in Sweden. I paid €185 which I see as an investment to low minute cost. To call a cell phone in USA from Sweden cost 0.011€ per minute.

Unidata WPU-7700 IP Telephone is the replacement.
