Flash - Allowing local files? on Domain

I have wasted my afternoon trying to find a solution to this.
Our students have just started using dreamweaver and flash to create websites.
Whenever they add a flash element to their site then try to preview it I get a message like this...
    flash.JPG
Having read up on this it looks like I have to create a file something like this...
    C:\Users\JohnD\AppData\Roaming\Macromedia\Flash Player\#Security\FlashPlayerTrust

I can't do this and get it to work BUT surely on a domain there must eb an easier way that I just can't find?

    Anyone?

Cant you set a exception within the control panel then copy the correct file using gpp. Get it working locally first.

IIRC, you can set trusted locations via the mms.cfg file.
