Trying to do a website but just curious as to the best way of formatting and laying out a website ? div blocks, tables , css or what exactly ?
Also a reference site on how to do a navigation tabbed bar something like the apple site where you move your mouse cursour from one item to the next and it goes from light grey to a dark grey and the font and font color changes.

If you are asking question of that level, I would suggest the joomla package as gecko states, otherwise you could be taking on rather a lot.
Divs and css is the way to go though.

Have you got a tutorial on css and divs as I would feel more comfortable being able to do it from scratch.
I know about w3schools but I dont see how your supposed to get css and divs to intergrate or to work together or w/e
