To answer the "How do you do it...." part.
Personally I don't believe their is a 'wrong' solution if the solution you chose works for your situation. My solution to a similar problem was to move away from Office and intranet data storage completely and go to Google Drive.
We switched and it quickly became a hit for most of the students and staff. Google drive + Edmodo has been a wonderful combo for saving money on a few fronts while providing the perks of google docs like collaboration, access anywhere, seamless(ish) and more paperless. It also supports every device that has come on campus so far with BYOD being another hurdle.
In fairness, we have run into issues with docs also, but the pros outweigh the cons in the long run and most of it has been the teachers mindset. "We need Office, and I'll never understand this techno interwebs stuff" are the two major hurdles.

If you need to run apps like office, Sims etc then terminal services. If it is just file access then Hap+ or Google apps for education (Gdrive).
To install HAP follow the video, the instructions do not make sense.
