It's a setting (from RM CC) that indicates users who can use Easylink, and now HAP. You can either set it to <deny users="?" /><allow users="*" /> or set it to an AD group

is the url above working? if not, theres some IIS setting not configured correctly. Did you select integrated pipeline for the app pool?

Strange, really strange, you shouldn't get a 404 on that page, since if it's not loading that page, theres some .net or IIS setting that isn't configured correctly.
