Panic over, after unplugging it all for about 10 minutes, reseating the processor. It works.

Start from basics.
Remove parts except for the motherboard and leave the Power hooked into it. (so that's no drives attached, no memory or CPU, no cards in any slots ...)
If it still hase the same problem then grab another suitable power supply. from looking at the board details it should take and ATX 12V supply (check wattage).
Presuming that works or that it had no problem once everything was removed then slowly add a component at a time, preferably inthe following order. - CPU, CPU Fan, Memory, Hard Drives (one at a time), optical drives, cards (one at a time)
And if all else fails ... set fire to it and claim on the insurance (only joking!)

It is now working which is good, however I can see some capacitors with the stuff coming out the top, which probably isnt good.

Yay, Dreaded Taiwanese Capacitor Syndrome! Looks like you're MB could be on it's way out...
Incidentally, I've noticed a few new motherboards recently that are making a point of advertising their use of Chinese capacitors instead of the Taiwanese ones.

We had a whole batch of 33 machines with AOpen boards which over time all had faulty capacitors - a real pain.
